A failure to pay a dividend does mean that an audited public company amounts to a fraud or that assets are forgeries. You cannot expect an investigation when there is no proof anything has gone wrong. This is a loophole in that the companies can be bought back from Aussies for a fraction of the equity raised becuase people decides it was a fraud. This is subjectively oppressive, it doesnt mean that there is fraud. Im almost certain that as soon as there are only a few Aussies left holding there will be an offer made to buy the shares back.
