    The security of payments act is there for this protection. By the sound of it, RCR are in breach of this  - Peter Ong's claim of contractors being unpaid is evidence of this. I'm not sure what more you want Government to do. Surely you are advocating totalitarianism. I note, there are no international alliances involved in these solar projects.
