yes thats a fair assumption i dont know how the administrators could do anything different and locate an investor for the project if the board has exhausted all of those possibilities its unlikely the admin is likely to wave a magic wand and attract investors how can they attract or re engage investors and why would the board put it into admin to have these people source or attract new investors it just seems odd
