the fact they're offering him 1M shares to get a mining licence, 1M shares to sign an offtake, and 1M to get the railway agreement sorted shows that none of these milestones are even close to be completed. if they were close, he wouldn't have such a large salary incentive to get it done.
The project may be "closer than ever" but it's been like this for 3 years. Anyone thinking this is good news is wearing rose coloured glasses.
