He doesn't have to cast concrete and lay bricks himself you know. The contracted engineers do that (GR if memory is correct). To me a good CEO is an Orchestra Conductor whom makes sure that all of the various parts including $$ and the market work in synch.
Previous MD/CEO experience would be just as valid for that reason. Being an engineer does assist understanding and countering the various risks however.
