My company hired a Chief Peoples Officer a few years ago who has the task of changing the culture of a company, a task that takes years and years with small invremental steps. One of the main cultural problems im my organisation was lack of competitiveness among staff and always trying to please the customer without looking at the commercially of the decisions.

Its very ignorant to think these positions don't provide value to shareholders. It might not be obvious because it doesn't fit neatly into a financial metric but there is a ton of benefits, at least in my experience.
