The higher prices in the US DO NOT increase global competition, except as a very short term effect if hoarding occurs in the US. I suspect any hoarding has already occurred.
Tariffs (of all sorts) are most likely going to have a significant NEGATIVE effect on global economic activity, and hence on global copper demand.
Uncertainty is also a negative for small companies funding any sort of project, KGL included.
