This appointment says a LOT. The management doesn't believe that they will lose the license, but they will have a lot of work to do to get up to scratch. This would be fairly long term appointment as the remediation process will be elaborately drawn out. Hence they got a seasoned COO.
This also says that the Star management is more aligned to turn the business around and see it flourish rather than sell out cheaply. If anyone wants to buy, they will have to make an offer too good to refuse.
