I won't report your comment as false, but I will point out that Headley does sit on the Board, and at the Board level he just has to abstain from voting to endorse his own salary at the Board level... so can still vote to endorse his colleague Rodney Cocks remuneration and bonuses, and visa versa. Which he appears to have done.
