@Buckland I can see where you are coming from, but I also think it is a bit shortsighted. The most important reason for having a board is to gain from the years of experience of the members who make it up. In this case Dr McFarlane has very relevant experience and PAA has made an investment in her.
There are matters that the board need to consider that may not be appropriate for the ears of SAB or Berry, so having a good degree of technical acumen in the board is vital when also contemplating financial, operational, regulatory, commercial, etc matters... The advice of a board member is often cheaper than that of a consultant.
Unfortunately one has to hire people before they can benefit from them, but that is how it goes
