We in the English speaking societies have claimed many things including this idiom. But Etymology has "Bottom of the Barrel" going back to the Roman period when Cicero described the lowest elements of Roman society.
Given time maybe certain names from NML will become synonymous with failure. Instead of "I've shot myself on the foot. "Oh dear I've done a Kevin Wilson or Paul Hissey" has a nice ring to it
