These measures are like trying to stop the tide with sandcastles. A waste of time.
The Chinese have changed the technology. Laterite ore can now be made into any form of nickel. There's unlimited laterite cheap and close to the surface in countries with cheap and cheerful labour.
The cost of making anything in Australia is ludicrous, ridiculously high with public service conditions. Underground mining in Australia is Very expensive.
The Australian governments hate any production and mining in particular. There are whole departments dedicated to hindering it.
No one cares about the green credentials of the nickel in their batteries or anywhere, go to Bunnings, everything is made in China, who really cares?
