But if one hands money over on an unsigned MOU or unsigned commercial agreement , a liability is created. Because there is no agreement and then it resorts to basic principals , what was received if anything for the money or its money returned.
But when there is no agreement. One cannot say thanks for the money.
I am sure the administrators will get to the bottom of it
