The only problem I've ever had with this is it being in Victoria - and I live here - the good news is the Vic Government needs cash and something like this with fees/payroll taxes and whatever they can think of is a godsend - the Minister might even punch it through in the National interest just to get whatever royalties/fees and taxes they can get.
