    That announcement stated drilling was to commence in the current quarter, here we are in the current quarter with drilling about to commence.

    @mbc explained it very well;

    "Bonding wasn’t done most likely because rigs weren’t readily available, so they’ve completed that final step one would assume because they’ve finally got rigs."
