Did some further digging on GDPR compliance, and what appears to have necessitated this extension.
Non-compliance can result in fines of €20m, or 4% of total global revenues. DHL recently recorded revenues of >€90b. 4% of this is €3.6b.
The ARR unit cost for the 800 licences equates to circa $139 (or €85).
The announcement refers to 400,000 DHL employees. Whilst I doubt the unit cost would be the same given the significant uplift in scale, even if you reduced the unit cost by 50% to $70 per user (or €42), DHL alone could over time provide ARR of up to $28m.
If it's a compliance driven requirement, they won't have too many choices, and ultimately $28m per year (or €17.1m) is substantially cheaper than risking €3.6b in fines. The cost of compliance is a rounding error compared with the financial risk.
