I just can't imagine that the delivery driver or cleaner needs to hold, store and send personally identifiable documentation that is worth protecting. But like your research suggests, I hope they do and it's a blip on their costs associated with running the business, but unfortunately, reality suggests that's the vast majority of businesses do not protect their data, hence about 4,000 hacks this year. How does one pay for something that produces no outcome to provide evidence for this success.
