Refer the funding, there is no shortfall. So no need for labor/ greens etc. They have already added this piece to this puzzle.

Commercial funders take the rest up - so it’s been private that are last on this occasion.

My comments posted here last week, with regard to significance of funding when talking about the Korean loan guarantee.

This guarantee was for the commercial loan.

So it logically follows. There is a commercial loan that has been sorted, but not inked. Ie you don’t guarantee a loan that’s not there.

I hope that makes sense, but reading between the line, the debt piece remaining (private) is not a wish, but a when.
