From the Leo announcement-
"Ganfeng on behalf of Leo to make a payment to the Government of US$60 million in the name of and on behalf of Leo and Firefinch to, among other things, settle all disputes with the Government concerning Morila;"
The settlement was for the Morila issues. On top of that the government said Leo + Ganfeng could re-apply for the mining licence under code 2023. They f$%ed us twice in one go.
This arbitration seems purely opportunistic.
