I suspect it's paragraph 4

It seems CAMI carved off a bit of tenement 13359 (which I believe includes the northern section of CDL) and placed that under a new exploration licence with the future JV terms being up for discussion

That's the plain grey area below and I have highlighted what I believe represents the norther section of CDL in yellow

I think AVZ is fighting to have that section included in the current ML and/or looking to potentially establish the terms of any new JV if required and hence we are in suspension (for what seems to be forever)
