The way the announcement is worded is that AVZI has received a request for arbitration which implies they did not lodge a request for arbitration. Whether this is true or not I do not know. If the DRC courts decided in favour of Jin Cheng then why would Jin Cheng take it to the ICC? China is hardly a friend of the ICC though and it may be as above their attempt to further stall the project to pursue their own ends.
