Rollacoaster, I think you are right but if you think back to what PC said regarding submitting the plans prior to 4/12/2019. He stated that 3 out of four had agreed and they were waiting for the fourth to approve prior to lodging. If the majority rules why did WPL and PC wait around for what we believe to be FAR (could be someone else) to agree to the proposal prior to lodging?
The JV may require all parties to agree to major undertakings, without the JV document we are guessing and flapping in the wind
