Yea that’s how I read it too. I think its pretty clear under the ‘Voluntary Suspension’ heading:

The company refers to its request for an extension to its voluntary suspension dated 20 May 2022, in relation to the finalisation and release of an announcement with respect to its mining and exploration rights for the Manono Lithium and Tin Project (Manono Project) and this announcement is not intended to end the voluntary suspension.

The company expects to be able to lift the voluntary suspension following a decision with respect to the grant of the Permit d’Exploitation (PE or Mining License) and an update regarding its exploration rights for the Manono Project.

When it says ‘and this announcement is not intended to end the voluntary suspension’, by ‘this announcement’ I think it’s referring to this Arbitration announcement, and the following sentence (last paragraph above) clears up any ambiguity in this statement IMO.
