IBM's Qiskit software development kit (SDK) is open source software available to anyone. Once they have designed a chip that can demonstrably live inside some phone real estate, they should open it up to be experimented on with some algorithms and use cases. I agree with you that app developers need to be involved. Mo is also keen for apps and use cases. Let's see what next announcements say.
