Had another look at announcement and this arrangement is only for 6 months initially, while the typical period is a year. The setting up of a 'business unit" can mean a few things - the 12CQ development is now a well defined strategy which will require a different path/jurisdiction/partners/global fit and can't share bandwidth with the Biochip. It can also mean a step towards IP licensing. This is one of the services that EPFL offers as well. Now if EPFL co-invented the HEMT part with AXE ( as this news says), they will be quite keen to realise some IP rewards. For me, I wouldn't mind AXE negotiating an IP license with EPFL doing most of the work to get the best deal. In any case, AXE is terming this an International Expansion. It's what they said they would do this year. Now we see that it's the 12CQ and Europe that offers the first opportunity to expand.
