yes, with the latest announcements, i am even more confident than ever. For me, Japanese partners are a guarantee of reliability even in difficult times. Have a look at the Partnership of lynas and JARE. Honor is what counts. If japanese partners come out of cover, they won't walk away. This would mean bad duediligance and with it losing face. Will not happen imo.
