Its been activated hence the payment(fees have been paid)..Which means they can use it at anytime they see fit....

Having it in place when tonnage is a long long long way away if ever tells me that Brad and Neil are spinning the talk justifying why they need the funding ready and waiting NOW....
Yantai dont need certainty of the funding now, they need the tonnage to build a plant, if tonnage was there then there wouldnt be a problem with funding...Tonnage solves EVERYTHING
