When markets are tight for a commodity even relatively small upsets like this can spark crunches where prices melt up as buyers scramble to secure supply, you cant just catch up ir ramp up when infrastructure is running at capacity. Same reason Morocco has been unable to significantly increase production to take advantage of high pric.
Have seen it happen many times in coal market due to flooding. (About to happen again if anyone is also a coal bull!)
