Shows conceptually the govt thinks we have a business case. If it gets funding it'll validate the ROI given they would have to open up the books and show we are able to repay the debt and provide economic benefits for the region. Should be a no-brainer if someone from the Department of Agriculture was on the assessment committee given the national strategic importance of having a reliable producer for 1 of the 3 big fertiliser types and not reliant on Russia/China.
