I'm not sure i would jump to the conclusion its increasing from 0.5% to 3.5%. The hint is in the word "renegotiate". SRX is one of SL's largest private employers. It wont want to kill the golden goose, no matter how unsophisticated the regulatory regime.
Besides which, it remains under cash backing, so if they wound up and rehabilitated, we would be ahead, so how much risk is there, really?
