they have made the first recruitment milestone indicating they are making good progress (glacial recruitment being a very real possibility in the biotech world). they are now going into a valley or boredom for the average "investor" who has a short term time horizon.
having a raise now sufficient to complete the trial is a great step, as it removes the perception that they will soon be needing to raise money, which in my experience can smash the share price.
allows it to be onwards and upwards.
for me am looking to start building a position soon (was waiting for the trial to start, which it now has).
