Tuts - Scale back could have been done anything depending on what the take up was by each holder.
In some cases it is you get 100% of your entitlement and that is it. Maybe enough people subscribed that they didn't need to go to the top up scenario.
Maybe you get your first 10k worth of stock and then everything else scaled back proportionatly.
There are so many ways one could do it that BoD haven't been clear on what system/mandate they used/applied for the scale back.
