    Sometimes for large gas users the network distribution charges can reflect the isolated node network cost - the cost of the line from the main trunk route to the end user. If the trunk is already near capacity then the node supply might be constrained to a low baseline supply volume and with an unreliable/luck surge capacity. I dont have any idea what the local gas setup is in that locality so this may all be moot and irrelevant.
