Correct; however, "determining" how they'll get the cash is one thing; actually making it happen is another. The "final investment decision" isn't AGY's decision to make, as they don't have the funds to make that decision. FID will need to be made by another entity (e.g. a strategic partner or a funding conglomerate). So they're putting the cart before the horse.
They need to secure a funding solution first, and only then do they need to worry about a final investment decision.
