Look nothing is ever a done deal till it's done but SMM need the Ni, they need it from politically aligned partners and they need a stack of it.
$3b is not a lot in the context of energy transition, geopolitics, importance of Nickel etc etc...
my humble opinion, the capex risk is largely off the table now this consortia has jumped in with two feet
