Yep that's pretty huge. We kinda already knew it because the keiretsu in Japan are very closely linked to the government, but to have it in writing really cements it.

Makes complete sense from a geopolitical standpoint. That also leads into the implication the Japanese government is pushing for the development of projects like this because they don't want to be left without raw materials across a number of commodities (I am not paraphrasing them here, they have had many meetings including one about coal where they discuss this with aussie ministers).
