I am of the belief that ASN is as mature as its ever going to get, barring ongoing monitoring in an stipulation of the permit....should it be granted.
While it is possible i suppose that you'd get that in stage 3, i'd imagine that would be advised before conducting public review. I.e you wouldn't go to public review know that the information is insufficient for the public to review.
given that we have gone back to comments on the comments, at this stage you're looking at a pass/fail.
