It's a simple process to sign a BOA contingent on EPA and all gov approvals. Happens all the time.
The fact no pricing mechanism has yet been agreed almost a year after Bruce said there would be a BOA is a concern.
The company needs to communicate what it see as the timeline and the process for converting this to binding.
It's' a significant, but small step forward. But we need more, and further communication on how things are to proceed. .
