I had a read of that article and it is not related to Silica sands but Silica is used in plastics, toothpastes, paints, tv screens, solar panels, windows and even good old silastic sealant. Also the Mrs informed me it is used in shampoo and conditioners, also water treatment filters and is converted into many chemical compounds.
