my understanding is that as their accounts are now so late, all the announcement means is that if they should need to raise more capital......(. then they will have to do a FULL prospectus,,no short form quick flicking with min disclosers to sophisticated investors..............even if they have some % left to issue shares without shareholder approval, they would, if they needed capital to do a.A FULL BLOWN Prospectus, full detail, full disclosure explanation of their business, signed off yada yada yada
