so waht you are saying is that all those monies were paid to FP - where does it actually state that in the report?. "Related Parties" are any parties related to the officeholders are they not?. So the payments could be an aggregation of amounts paid as salary or other to officeholders and/or their related entities - is that not correct?. Also includes officehlders that had resigend in the previous 6 months.
