    For me there are only 2 reasons:
    Either the results are bad and they wait until they get more, better results.
    Or they have really great results and step on the brakes in order to acquire additional areas at a reasonable price.
    I hope the 2nd variant fits.

    What bothers me is that the other projects don't seem to be progressing either.
