whatever it is it is not good. no one refinances their debt by pushing it the payment further out in the future if they have ability to pai it off on the original date.
plus the unsecured part will probably attract higher interest rate due to higher risk.
but you are right - Gov support falls as the loan is now split between a Gov bank and private bank - assuming Hana bank is private.
