Does it even make category 2? Or is it in the by products list?
The latter it seems.
Look my point is if you need EFA the project might in trouble, not that they finance basket cases quite the contrary. But if this project has legs you should be able to go down a normal finance path you don’t want to have to go down the EFA finance track as it’s not exactly an overnight process.
