It's an overlay of the shape of the deposit over a familiar landmark in Perth to demonstrate the enormous size of the thing in context. This is a pretty common way of demonstrating the extent of a deposit but the figure caption could probably have been clearer.
The actual deposit is in South Australia close to Woomera and far from any urban landscape. Coda's website has loads of images of the Emmie Bluff area- I don't reckon anyone is planning to mine King's Park, at least I hope not, it's a nice spot.
