All offtake agreements & supplier quotes are submitted / team meets with key financiers one by one or all together in pre-FID push > Financiers say yay/nay > MOU/LOI become binding. They're non-binding until they're not!
As @Glish has said, it's quite comical or sad really when a poster's history on a stock is incessantly negative regardless of any macro or company news, usually comprises zero technical detail, news references or logical argument, just drivel sentiment that shouldn't fool anyone who has done their own company research.
