They are the renounceable rights you received as a current shareholder
You can sell them on market, although today was the last day to do so
Whoever holds those rights as of close of trade today, can participate in the rights issue, even if they dont hold any shares
Not many co's do renounceable rights issues these days
Funnily enough, an almost identical situation over at UUV, raising funds at similar cap and price, also with renounceable rights, UUVRA that you can buy in order to participate in the $0.006 UUV raise.
