First big requirement is a resource, preferably for gold and for nickel, with indications that the resource will be large enough for a good mining operation, or two. This would boost the share price.
Then we have to see that at least gold or nickel is economically viable in Feasibility Study of some kind. Nova, NVA, with stacks of gold resource, fell because the capital cost was too large for the estimated current value, the NPV, that was estimated in the initial FS (and shorted).
I think a positive FS is needed show the initial value of the project.
Of course, if another company could do their own calculation of resource, and a rough FS, they could jump in early.

Nobody would do a FS on a project that has grades of .3/.4% - Need some higher grade zones, which could potentially payback some of the mine development cost first. I can assure you, no investment bank would touch this for development whilst those grades remain so low.
