Once delisted, the broker doesn’t have control over the shares, I mean you can sell without informing them meaning they don’t know the ownership of the shares. Anyone could have bought your shares offline. I do believe you also need the Share certificate (which you can obtained from the share registry the company uses) for the transfer to complete.
