VTT is a Finnish state set up. They are in the business of consulting for fees to pay for their salaries and overheads . There have been some good spin offs but also a lot of duds . They have also been a big beneficiary of the EU nano project which spread over 100 000 000 euros over EU companies and universities for nano research . There would be the usual confidentiality clauses in the contract with SOR but the wording can be tricky relating to what was already in the public domain .
